Edwin T. Dumble hired Penrose in 1888 to join the geological survey team in Texas. He was assigned to the eastern section and worked mainly in the Tertiary formations.

One expedition took Penrose, Dumble and Robert T. Hill down the Colorado River. His notebooks provide a detailed description of the geology observed.

Penrose went on to become the first president of the Geological Society of America.
